I got to
know Chief Inspector Tuan Foo Teik Fong some years back when
he was the OCS of Balai Polis Putra Heights. When I first
met him in his office at Putra Heights, he was very
receptive to our proposal of circulating crime statistics to
the Residents in Subang Jaya. He was particularly receptive
to our concept of the Balik Kampung Rumah Selamat Campaign
even though Putra Heights had a very low crime rate.
When the
former OCS of Balai Polis USJ ASP Tuan Shanmugan Murugan was
promoted and transferred to Muar, many residents in USJ
including the then Adun Dato’ Lee Hwa Beng lobbied very hard
to have Tuan Foo transferred from Putra Heights to Balai
Polis USJ to replace the very capable Tuan Shanmugan. In the
end residents got their wish.
There is an incident
which will always remain fresh in my mind about Tuan Foo. –
It was late one weekend night when I was returning home with
my family and we were stopped at a road block set up by the
Balai Polis USJ along Jalan Kewajipan and Tuan Foo was
personally checking the motor cars that were going pass. I
wound down my window and jokingly told him that he was
really very hard working even at such an unearthly hour.
“It is all because of
your guys, you torture me by forcing me to come to Balai
Polis USJ and now you tease me about my having to work late,
all of you are to be blamed for this” he said jokingly too.
We all broke out into laughter. My family will always
remember this reply he gave to us.
Tuan Foo was a staunch
supporter of SJ Alert SMS (Short Messaging Service) and SJ
Alert EMS (Electronic Mailing Service) Crime prevention
initiative; he was one of the first Police Officers in
Subang Jaya to register for the SJ Alert SMS and EMS
Service, in order to feel the “pulse” of the Residents. His
constant encouragement and guidance has made what SJ Alert
is today.
I have worked closely
with Tuan Foo through many of the now regular Balik Kampung
Rumah Selamat Campaigns organised by SJ Alert, Police
dialogues with residents and Festive Season gatherings
organised by USJRA and as a member of the Community Policing
group recently introduced by the various Balais in Subang
Jaya.
It is sad to not have a friend and comrade
like Tuan Foo. He was a good man, dedicated and responsible.
